Job Description - Environmental Crime Enforcement Officer

Newham is an aspirational inner-city borough with great potential and a clear vision based on building wealth within the community. Proud to be one of the youngest and most diverse boroughs in the UK, 72% of Newham Council's residents are from ethnically diverse communities, speaking over 220 languages.

Home to the Olympic Park, the London Stadium, and other iconic landmarks, Newham Council is the fastest growing authority in the country with a population set to rise to over 370,000 by 2023. The borough was also hit hard by the Covid-19 pandemic, which highlighted long-term inequalities arising from economic disadvantage, homes occupied by multiple generations of families, underlying health issues, and poor air quality.

About the role

As an Environmental Crime Enforcement Officer, you will undertake enforcement activity to tackle crime and anti-social behaviour across the Borough. The role is both challenging and rewarding, responding to the requests and expectations of a cleaner and safer Borough where residents choose to live, work, and stay. You will be conducting proactive patrols on foot, by cycle, or motor vehicle, and carrying out investigations and enforcement actions for breaches of relevant criminal legislation.

Your role will involve close collaboration with the Police, partner organisations, and other council officers, including those from Environmental Services, Youth Services, Planning Enforcement, Highways, Cleansing, and Housing. Newham Council's overarching aim is enforcement, problem-solving, behavioural change, and community engagement.

Responsibilities

  • Undertake patrols and enforcement action to tackle anti-social behaviour and crime.
  • Investigate breaches of criminal legislation and collaborate with partner organisations.
  • Work in all weather conditions and long periods on foot, vehicle, and cycle.
  • Engage with the community and work towards improving the Borough’s environment.
  • Manage potentially confrontational situations with professionalism and confidence.

About You

Excellent communication skills are essential, along with an enthusiasm for improving the Borough’s environment for its residents and businesses. You must have the ability to patrol alone, as well as work effectively as part of a team. You will be involved in problem-solving investigations, reassurance patrols, and multi-agency operations.

While experience in enforcement or regulatory work is useful, it is not essential. You will undergo a comprehensive training programme and be mentored throughout your probation period. You must also be able to handle a wide range of duties, work outdoors in all weathers, and possess a full (manual) current driving license, which will require you to pass the Council’s driving test.

Additional Skills and Experience

  • Ability to use technology, including smartphones, radios, and body-worn cameras.
  • Ability to use in-house computer systems, with training provided for all relevant equipment.
  • Capable of handling potentially confrontational situations with a high level of professionalism.

Perks and Benefits

  • Comprehensive training and mentoring programme.
  • Opportunity to work closely with a variety of agencies and community groups.
  • Regular team collaborations and multi-agency operations.

The London Borough of Newham is committed to creating an inclusive, anti-racist environment for all.
