We currently have a vacancy for a Business Analyst available, where the successful candidate will have the opportunity to join a motivated and forward-thinking Enterprise and Solutions Architecture team.

Enterprise Solutions Architecture offers training for all employees which will enable opportunities for further development as required e.g. access to funding for formal qualifications.

Enterprise Solutions Architecture is part of Business Technology Solutions (BTS) and has specialists in the following areas:

  • Architecture and Analysis 
  • Change, Project, and Programme Delivery 

Business Technology Solutions (BTS) is responsible for the Council’s information technology network and resources. 

BTS procures and maintains all computer hardware and software, together with the network that connects it all together and to other organisations.  This includes Fife Council’s telephone systems, electronic data storage and the IT applications that support service delivery.

The role of a Business Analyst is to work with all Services, Partnerships and Arm's Length Organisations (ALEO's) across Fife Council to address problems, challenges or changes, using IT Solutions. 

The modern work environment is complex and requires continuous improvement. Part of the Business Analyst’s role is to review this constant change in line with the requirements of the impacted stakeholders then consider the available technology to meet the needs of Fife Council and its Citizens.  

The Business Analyst will have responsibility for the methodical investigation, analysis, review and documentation of all or part of a business in terms of business functions and processes, the information used and the data on which the information is based. The definition of requirements for improving processes and systems, reducing their costs, enhancing their sustainability, and the quantification of potential business benefits. Work collaboratively with a Solutions or Domain Architect to develop viable business cases.

Business Analysts are required to use their skills effectively to create lasting results. Some of the characteristics of the role are: 

  • Personal qualities:  These include communication skills, relationship building, influencing, analytical skills and critical thinking, problem-solving, resilience, adaptability, high level of professionalism
  • Business knowledge:  Awareness of organisation structures, business case development, digital technical awareness, awareness of IT and organisational principles and strategies
  • Professional techniques:  These include stakeholder analysis and management, investigation techniques, requirements engineering, business and data modelling, facilitation skills, project management

Fife Council operate a flexible working policy where employees can work between home and office, Monday to Friday, where the post allows with blended home working (hybrid) - typically 1 or 2 days working in office per week, the other days working from home and kit will be provided.

The Person

It is key you are educated to SCQF level 8 which includes HND or SVQ level 4 or equivalent or equivalent vocational accreditation in a computing/ systems or related discipline or equivalent experience.

You should have experience of Business Analysis, Requirements Definition and Management, Business Process Improvement, Business Risk Management, Business Modelling, Benefits Management, Relationship Management however, training opportunities will be available and you will gain experience while performing the role.

You will be expected to demonstrate the characteristics of a Business Analyst as detailed above along with the following:

  • Have the ability to operate independently within prescribed guidelines
  • Excellent people skills with peers, seniors, subordinates and customers and comfortable negotiating through conflict
  • Ability to multi-task, balancing the customer, strategy and technical priorities required to deliver successful outcomes
  • Planning and organisational skills; able to establish efficient and appropriate plans for self and others and adapt quickly and effectively to unexpected changes whilst still ensuring objectives are met
  • Commitment to results; is committed to obtaining results through taking responsibility, demonstrating a positive attitude and ensuring quality is built into work

You may be required to complete a short skills test and if successful will be invited to attend an interview of around 45 minutes which will include a presentation. 

Before confirming your appointment, you will be required to obtain Protection of Vulnerable Groups (PVG) scheme membership through Disclosure Scotland and become a member of the relevant PVG scheme.
